Defense, is it worth it?

Characters like tanks, Vader, Kylo, etc. benefit from defense mod sets if you don't have better. In other words, if you have the choice to give defense or say health mod sets with the same stats to Vader and Palp, It would probably be more beneficial to give the defense set to Vader because of his naturally high defense.
