Defense penetration how does it work?

Question

I've read that t3m4 works well on a grievous team and I was always curious as to how defense penetration works. I'm pretty sure it has nothing to do with dealing damage regardless of whether or not an enemy has protection (looking at phase 1 of sith raid with nihilus) so what exactly does it mean?

You see... when defense really loves his armor they sometimes express that love....... and sometimes defense likes her hair pulled.

It ignores that much of the enemies defense. Note that defense, armor and resistance are all different.
