Gear plays a big hole because each scanner gives 10% potency which is huge....
So if your focus are raids, potency sets and scanners are you friends...
Yeah that's the extra 20% that would take me to 93% potency if I geared him with the 2 scanners (since my mods give him about +60% potency) so mods aren't really the issue I guess.

You want to use Teebo WITH Dengar, without Dengar Teebo is gonna have a hard time landing that TM reduction... Take it from me, my Teebo has 58% potency, completely maxed gear/abilities, potency substat on every other mod and only lands it 33% of the time it seems or lower. But that's without using Dengar, mine is currently only 75/65 so another 175 shards.
Don't fret, I would get him to a higher gear and give him a 5* Potency Cross mod if you are able. The thread posted above shows that he definitely works albeit that guy has Rex as well so who knows.
It's still an issue of gearing since I'm stuck at g8 for him right now, but if I did gear him that would give no need for Dengar since I'd have high enough potency already, and then 5s and GS can call an assist but also play other roles
