Why does this set have a different relic rep than the others? Unsure if this has been asked/answered

Hopefully they’ve realised that the reqs they were using weren’t actually that encouraging towards gearing/relicing for their use and this becomes a permanent change. I know they’ve said it isn’t, but fingers crossed. ?
