DN Drain Force Issue

I've noticed an issue with Darth Nihilus' Drain Force since it's been updated to not increase cool downs on characters that have foresight. However, it doesn't seems to be increasing cool downs by 1 all the time when requirements are met, like with R2. He will be debuffed, but when hit with Drain Force, he won't have to wait another turn to use Smoke Screen or any other ability. I've also seen this with Kylo Ren (masked), Yoda (while he had both a buff and debuffed at the same time) and other characters. Is anyone else having this issue?

    Well for Kylo, his cooldowns can be reset whenever he takes Damage.

    EDIT: the only other thing that comes to mind for the examples you gave is if they Resisted the effect, even if having the debuffs for the 100% chance of increasing cooldowns by 1. That’s just the proc-chance, the effect itself is potency / tenacity related, I THINK
