Do crit avoidance mods work?

This is a little off topic but it's still crit avoidance related. Where or where would you use an arrow mod tier 5 from a critical damage set, with crit avoid primary?? I'm trying to farm a set or two. I've only received 2 arrows at tier 5. Also a tier 3 with crit avoidance. I'm pretty sure they are useless which makes mod farming as enjoyable as ever. Any suggestions? Besides accepting the fact mod farming is worse than buying a powerball ticket.
