Do we have Sith Eternal Emperor all wrong?

With most of the speculation centering around this new GL using Empire characters to unlock and synergize with, and rightfully so given the first stage of requirements, I'm wondering if we aren't seeing the forest through the trees. The Empire was only one stage of Palpatine's Reign. In the current requirements, we have only one character that is exclusive to the Empire in lore. Also, for a character named "Sith Eternal Emperor" it seems like Sith would be his primary faction. I would not be surprised if any further requirements omitted Empire and his main team after acquiring him becomes more dependant on Sith.

If I had to guess here's my guess (this assumes they want to make something comparable to jkl but still reasonably make sense for req.

1. Malak (palp is all the sith so any sith is fair game and malak requires the most higher gear characters)
2. Traya (once again all the sith and jml requires a raid character)
3. Thrawn (legendary and empire so probably needed)
4. Red Sith trooper (I just don't see him not being needed)
5. IPD (to even out the tb req that are needed for jkl. At least to the extent possible.)

2. GAS (but I think malak is more likely)
3. TFP
