New characters have a chance - not a guarantee - to give 1 shard per drop, older characters (usually > 1 year old) have a chance at 2 per drop. Double those gives 2 or 4 per drop IF you get a drop. Also, the drop for each possible item in the potential reward list for each roll/attempt/sim is determined separately so you can get lots of different combos.
So what you are seeing is perfectly normal.
Also brace yourself, double drops on no hits is still zero (2x0=0).
