Should consider "new" players as well. Not a good way of letting new players know they wont get CLS for a very long time.
New players will only play against other new players. So if none of them gets CLS this time around, it's still balanced.
And the number of people who got Yoda, Palps, Thrawn, and even R2 the first time around is certainly limited.
