They know that most non-spenders are going to remain non-spenders. If they give extra stuff for free, f2p aren't suddenly going to say "that was really nice of them, I'm going to spend some money", they're just going to start expecting it all the time. It's hardly unreasonable for a business to reward it's paying customers ahead of the parasites.
