DSTB: Rebels gain 100% TM from getting stunned?

So, doing today's combat missions I noticed something peculiar. It happened in two different missions so I know it wasn't just a one time thing. I stunned a couple of rebels (pilots, commanders, Soldiers) and after their turn meter hit 100% with the stun on, they immediately gained 100% turn meter AGAIN and took a turn.

Is that really Working as Intended? I know they are supposed to be 'difficult' with the 100% cleansing, 100% health buffs, 100% defense buff, flash level speed and all. But getting a turn after getting stunned? That is just disconcerting.

Add to that, we are still getting hammered with filling 6 platoons with dozens less DS toons to fill them (and especially having to fill platoons with 'empire' when you have an empire only mission to do)

60% chance to self cleanse. Rebels have that in both TB's. Pay attention when you play as rebel in the next LSTB.

Since both the player and AI receive an advantage, i believe it's pretty "fair".

So what you're saying is, for the AI it works 60% of the time......everytime?

    Hahaha, yes.

But in actuality, the rebels have a 60% chance to cleanse all their debuffs at the very start of their turn, which just so happens to happen BEFORE the stun takes place that forces them to miss a turn. They're not getting a turn after being stunned, their self-cleanse at the 'start' of their turn clears the stun and allows them to take their turn. Same way Traya's new zeta unique functions.
