easiest fix for tenacity up problem

make a dark side character have an aoe tenacity down. plus have his unique be like vader were if it is removed it reapplies. maybe the unigue will say this (level 7) this character gains 10% cri...

I don't understand why tenacity up makes every attack impossible to inflict debuff - it's tenacity up, not tenacity max!

That would make tenacity up one of the most useless buffs in the game.
Go run a Luke lead see how well the 45% tenacity from his lead does.
Go add a full tenacity mod set to get tenacity around 100% see how many debuffs stick.

Tenacity is so useless that it had to be the way it is for tenacity up to do anything with the current way potency is so much more powerful than tenacity.
