I don't think it's as much of a GP bracket issue as a competitiveness issue. Players at or near the top in arena are more likely to have stronger rosters, gear, mods, etc. because they're more competitive and want to win. Players who are more interested in collecting don't have the same drive or motivation to compete. And since we are matched by power, more recent competitive players are likely to get matched with long time collection players because there are fewer competitive players in the game.
