Echo fix now makes cody useless + clone nerfs

Echo is the problem as to being defrauded, because what he was (and what he was tested as) is what we bough, but after purchase, he was made something else. Bait and switch.

He is also a part of Cody's problem, because Cody's redeeming virtue was:
(a) The ability to use pre-nerfed mods to crit chance up everyone
(b) Employ echo for enough assists to reduce cooldown to zero
(c) Be able to use 212th at least twice a battle
(Yes, you'd be spending a lot of mods and giving up what other mods could do, but that was SO fun. And, it wouldn't really unbalance the game... at least not anymore than Rey's basic, let alone her ridiculous specials)

Now, Cody has ZERO virtues... just one liability on top of another... not to mention his broken AI and Rex's broken AI

A. We can only plan with Mods we have.

B. CG should rebalance Codys 212th to have a shorter CD thats more in line with characters like, QGJ, GS, IG86. Codys ability shouldnt be so dependent upon Echo.

C. His HP is awful

D. Yup, Cody and Rex AI is def broken
