Echoes of rebellion bug

I recently just unlocked two echoes of rebellion  level 9 datacrons. In the description it clearly states level 9 would be a character at or above relic 5 however, it gave me sith assassin the worst possible outcome for me TWICE. The catch is he’s gear 10 and not even reliced I’m trying to understand how this happened or if it’s a bug on CG’s end.

    They can roll for any of the characters it lists, regardless of relic level. You only get the bonus if the character it rolls for is Relic 5 or higher. Being below that requirement doesn't prevent them being an option.
