All marquees are released via Eras now, and the cadence of their releases has increased too. While the Era is active (3 months) the marquees are in the Era section only, they're not part of your roster. During that time, you level them up via Era gear and at the end of the Era they're put in your roster at the relevant gear level. Stars on them work as normal in Era. Levelling characters (i.e. up to Level 85 isn't relevant anymore as it's become free).
Coliseum and the soon to be released Era PvP are Era characters specific and a key area to levelling them up.

Who knows. As BabylonFallen stated CG has changed the goal posts on this. In the past, If you didn't invest at all, but did coliseum daily to get the Era mats, you were looking at Gear 12. This Era however, it's looking like less.

You don't have to pay money to get your characters to 4 or even 5 star. To get your characters to 4 star you need to invest in approximately 3 packs at 1300 crystals each. There are 6 Marquee characters per Era, but only the first 5 are needed at 4 stars. Percentages suggest that at some point, you may get lucky and only need 2 packs for a character.
5 Characters at 4 star have unlocked the first 3 Legendaries. I'm pretty sure that I read this will still be the case for Daft Jar Jar. So, yes you'll unlock Jar Jar. 5 characters to 4 star over 2 months isn't that big an expenditure. If you take them to 4 star on day one, you'll then earn shards on these character meaning you'll only be 20 shards shy of 5 star on each of them. So, it's around 4 additional 1300 packs to then take them to 5 star. You'll get a slightly better legendary and an easier time getting them to 7 star for the first time Daft Jar Jar comes back around.
Now, taking them to 4 star really isn't much strain on an account. Taking them to 5 star and getting them ready to fully unlock Jar Jar in another 3 months is a lot more of a strain.
However, if you have good crystal income, both are F2P viable. If you're going to spend the $20, spend it on the pass. For $60 you'll get an additional 20 shards of each character, plus extra materials. This takes a lot of pressure off of an account to get them to 5 star or needs no additional packs to 4 star.

Remember you have to level the Legendary too. He's the most important. For this era, Level 111 is hard locked unless you spend actual money. Unless something changes in the next few days (and providing the next Era is the same) I think you're looking at an average of around 105 (maybe) average over the 7 for F2P (unlocking the first 5 at 4 star).
So, you're probably looking at some at 110, some 105 and a couple lower. However, who knows for the next Era. This is the first one like this and they've taken a lot of flack for......deviousness? of it. We are seeing CG being very penny pinching since Era started.

Coliseum is one of the main places to get the materials, yes. Each time you progress, you get more materials. If you can make progress, you can get more materials.
