So, if we talk in black and whites (forgetting the greys and off-whites/off-blacks) there are two ways you get matched with bigger accounts. One is fair, one in't.
Mr/Ms White (fair): If you're winning so much that you've moved up beyond players of your own roster power, you'll play vs players with larger accounts. If this is too difficult, you'll be slid down the ladder until you play against players that are comparable (based on your actual chances of winning, not your GP). This is the beauty of the ladder system.
Mr/Ms Black (unfair): You're matched against a larger account that hasn't been that active in GAC and has slid down the rankings. These players are basically playing in a league/division that does not match their true power. This makes the gaming experience poorer.
Now, obviously, you get players like "Mr Charcoal Grey" who works on an oil rig and can only play one week in every four and so on and so on.
The reality: nearly all of us are winning within a percentage bracket. Getting matched against a more powerful account isn't going to affect this. The larger the account you face, the less chance they'll engage in your match. However, that of course is not the spirit of the competition - relying on a player not playing to win.
A simple Activity Score would help or even solve the issue of facing Mr/Ms Black. It's an extremely poor advertisement for the gaming mode if new players are matched against a 13 million GP account in their first season that rarely plays. There's very little combat engagement there.
So, the question of fairness has layers.
