You will clearly see that over hundreds of attacks against non-evasion buffs toons, there are plenty of occurrences of dodging.
And the whole conclusion of the OP really depends on what he means by 'rigged'. Rigged as in there is a hidden minimum dodge rate (which most already agree)? Or rigged in some other magical manner?
