I suppose if you only do hard missions and only on refreshes, you'll have a bit left over. You get 10 for Cantina and 20 for Light/Dark. You can only use 10 to work through Light/Dark on hard. And you'll use 15 to work through Cantina. So that's 5 left over plus all the ones you get from missions, dailies, and achievements. So yeah, I guess you'll eventually accumulate more than use.
