I'm having the same problem in ROTE with Satele Shan. Before they locked her abilities to a full Old Republic team, I'd put her under JML or JKL in some battles, and she was useful. Now, she's kind of dead weight in ROTE.
There were ways to address both characters' problems with Rey (or Wat) that didn't involve locking them away to one small faction. CG, of course, chose the most restrictive option.
