Feats and Victory

Do you have to win a battle in order for feats to count? I've heard contradictory things but I just ran a battle trying to get the fleet-footed feat (evade 100 attacks) and none of them counted toward...

Some feats you need to win and for some you don’t

It's this. It seems to be very inconsistent.
