Felucia and Tatooine and Breach

Is anyone else seeing breach not ever land in the ships battles in TB on Felucia and Tatooine? I would just assume that it’s through the roof tenacity on enemy ships, but it also seems to not be working when Razor Crest is present, whose unique is supposed to inflict unresistable breach for BH allies when they use a special. Just trying to see if it’s purely anecdotal or if anyone else has noticed an issue. Our guild doesn’t see anything in modifiers that would explain it.
