Chimaera is a fleet commander event, and it's there. Ki Adi Mundi and Was Tambor are just Territory Battle special missions, and they are there (note that, weirdly, ROLO and IPD are not). As for the original trio of fleet commander events, they didn't have an unlock at 4 stars. In fact, they didn't have an unlock event at all - they were unlocked through a "challenge" in the Fleet Challenges game mode, not in the "Events" game mode. Not only that, but they provided 15 shards/completion where Raddus (and presumably Finalizer) yield only 10/completion.
Raddus, and presumably Finalizer, are definitely not "Fleet Commander Events" as per the formal designation, and when speaking informally, we know that one other capital ship "fleet commander event" is already in the Journey Guide.
The game is clearly inconsistent on a number of these points, but in general the inconsistencies point to new characters/ships being in when similar, but older, characters/ships are left out. Since these events are clearly in the "Events" section, and since they're new, and since they have a special, recurring "unlock" event portion like legendaries and epic confrontation, they seem to fit squarely in the "should be included in the Journey Guide" camp.
The guide is supposed to be useful for planning, and these are events you need to plan and qualify for.
But will they ever be in the journey guide though?
