They are more then minute tweaks. One mod I have on Rey adds 30 speed, 2,000 protection and is part of the set that increases her health by almost 2000. It took 500k credits to get to level 15 but it was well worth it. And there was literally nowhere else I could have spent those many credits to get that much of a boost.
I have several (maybe 15) maxed out level 5 mods and don't have anything nearly as strong as that. My highest is +9 speed or maybe 400 health. Most are ridiculously low even maxed out. I guess you just got lucky.
Yes. We got lower prices for the mods. But I would not have spent real world money getting these. Nor would I have spent 7-8 million in game credits leveling them up if I'd known they'd be this craappy. End of story. It's total garbage to claim otherwise.
