If the guild turnover time is 19:30, and he does all the challenges before 19:30 but doesn't claim them until 20:00, will the challenges count towards the "Finish "N" daily challenges"? Or does he need to wait until after 19:30 to complete the challenges in order for them to count.

I'm confused on the question then. Your personal day-to-day challenges are not part of anything guild. The only thing in the menu that is your guild, is your 600 energy use which you don't collect. Whether you collect or even complete any of these challenges doesn't matter.
