First Order Panda's Death Sentence

So FO Executioner (Panda) has been out for a bit and I'm curious. Why doesn't his Death Sentence act like Savage's Overpower, Boba's Execute, or Death Trooper's Terminate? What I'm saying is, that why do characters like Boba still come back if they're hit with Death Sentence? This seems like it should be a given on preventing characters (besides NS Zombie) from reviving, if successfully kills them. You're literally giving them a death sentence and executing them, yet they revive?
