Fleet arena communication

why it's not possible to communicate with other players in the fleet arena as it is for squad arena or GAC?

Yeah i know that.. i mean communicate ingame..
The button to send a message in fleet arena are shaded and disable.
i can't see any good reason for that.
Also thers are some players who are not on swgoh.gg
Therfore, finding their ally code is not possible
