Fleet arena communication

why it's not possible to communicate with other players in the fleet arena as it is for squad arena or GAC?

I can't message anyone in squad arena top rankings either. Nor can I in the gac mass leaderboards. I imagine it's to prevent potentially thousands of people from easy access to messaging. I think it's better to make people go through hoops in order to message a random person.
