If you're seeing a lot of guildmates pushing relics to level 7, it means they probably bought the packs. One level 7 relic requires a huge amount of salvage and signal data farming. The first couple ranks are cheap, but it ramps up very quickly.
That said, I will agree that relics are not the sign of the end times, and that expecting the devs to never raise the ceiling is pretty dumb.
