It would have caused us to be unable to keep rewards and incentives balanced across gear levels in the long run. However, between the difficulty of the Raid, the changes to on-damage effects in Phases 3 & 4, the changes to the Expose mechanic, we decided to leave the rewards in as implemented until G12+ was ready, out of respect for the massive investment players made into their Sith Raid teams at launch. Our first pass at changing raid rewards was not well-received, further confirming that changes could only be made when we were ready to introduce a new, exclusive reward.
I feel like the devs may have completely misunderstood how people felt about the reworked raid rewards. The problem was that they were complete garbage (as opposed to the current slightly less garbage), not that everyone received the same box. Most people approved of the gear rewards being standardised, it helps us build up the other members of the guild.
HSTR rewards weren't where the fixes to the rewards are direly needed; gear for progression is already being dropped there. The other tiers are where it's needed. Make STR1-6 worthwhile and not give trash gear and rubbish rewards. Let them drop gear that people running them actually need to progress. If keeping rewards and incentives balanced is really the goal, letting people who are in guilds running HSTR progress even more to a new G12+ while leaving everyone else behind is counterproductive to that goal.
