G13 has nothing to do with whales. There are numerous f2p players (yes, even fairly casual ones) who have g13 characters.
It's just a piece of gear (actually a fairly powerful one if you understand how finishing gear of a given level works, which you also clearly do not) - that is farmable - and in several different ways, as there are nodes, And two shops with it.
