Maybe don’t quit? I think OP’s idea is miles better than what we have. Plus it disincentivizes quitting which is positive for the game. The system is not good for new players since they get ridiculous matchups. This or a beginners league would be the way to go to make it more fair for them.
There IS a beginner league. It's called Carbonite. There's a lot of problems with OP's suggestion, not least of which is that if you fall behind, you won't really be able to claw your way back up
A beginner’s league where 6-10 million GP players drop to face itty bitty rosters. And before you say anything yes the problem is even prevalent in Carbonite 4 and 5. It’s already hard for new players to climb, facing on average 3-6 million GP differences. So why not try something new? At least if you take a break for a bit it might only be like a 1-2 million GP difference instead. Another way to resolve this, however, is making it so inactive players go into a separate shard. So if you don’t play for like a month or something like that then you get booted from your current GC shard and get placed into an inactive one for inactive players.
If they're dropping into Carbonite, they're not very active. As has been said many times before, do what you can, submit the score, and hope they take the day off - as is surely their track record, seeing as they've dropped down so far
