I'm so upset with myself! I didn't realize I would only get 2 battles, regardless of whether or not I won the previous tier... I thought if I started on tier 1 and kept winning that I would be allowe...

I don't think they'll do anything for you; if does say that attempts are shared between tiers. This event comes around regularly, so you'll have another chance.
