To be fair, fracture does not make you miss a turn, but stops you = set speed at 0 so you dont get TM, never get to that turn tho not missing it.
So it sets your tm to 0 essentially... stunning development
TM manipulation and speed manipulation are, by definition, not a stun effect.
Edit, to clarify - a stun effect prevents a character from taking an action during their turn. Fracture prevents the turn from happening at all. You'll still get to the next turn, and get to act on it, it'll just take longer.
