How? This was just thrown in there without an explanation. I think this added more confusion than clarification.

The GLs will do it. The "how" is in their kits.

That's what I understood, too. The GL toons will be able to lower enemy masteries, and that will cause the stats to decrease, too (health, attack, or whichever stats are associated to the mastery).
