One can speculate that...
Dark side GL may decrease enemy mastery levels. Effectively bringing a R7 down to a G13 mastery level, or a G13 down to G6 equivalent.
Light side may increase allies bringing a R7 to an R14 or a G13 to R7.
Could be by a factor of the GL's mastery level. Maybe not a full 7 tier swing. Guess we wait and see.
