Nahhh, I'm pretty sure it's because of the Sith raid.
Most of the people pursuing the Galactic Legends have other teams that score much higher in the Sith Raid (Shaak/Clones can score twice as high on Phase 1 as Resistance). It probably has more to do with LS Geo TB and wanting to strengthen LS.
Most people farmed resistance for the raid when the other better teams were not even on CG's minds, that's why we're closer to that team...
