The main factors for applying and resisting buffs would be Tenacity and Potency. Characters will have inherently different values here, based upon the gear available to them.
As a result a lower starred character might be more likely to apply buffs, if he out-gears the higher starred character.
Now you said that you already checked that, in which case I would suspect that it might really just have been an unlucky streak which can happen over the small sample size.
If it does continue however, please try figuring out whether it is related to certain characters and in certain circumstances.
This should help us in getting a better idea of what might not be working as intended.
