It seems to be based on what "shard"/server you are on. Its not a Learn to Play thing, or a strat thing, its just a crummy match-making system.
My SWTOR guildies and I all play, and a bunch of them have easy-breezy GW literally every single day and consider it weird if they don't clear. Some of us have gotten "cursed" and have a literally impossible GW every day.
I, for example, cleared the first 7 GWs I ever played without much concern. I am 1 for about 20 since. In the 40s and early 50s I would randomly get 1 team per day (could have been more I guess, but I never beat it) that would be 5 60+ toons with 5-7* and GL 6-8.
Now at 62, I am getting 2 easy games per day, then a steady stream of teams 2-4 levels higher than me, all GL 7/8 and often mostly 6* and 7* characters. I have an A team at 18k power, a B-team at 17k power, and a C team at like 15k power. I have 1 clear in 3 weeks.
Now in Arena, its the opposite story. I literally am playing the weakest opponent offered for every match, and have easily cruised through every match I have ever played. Even if I put the match on Auto-mode, I have a 100% win rate (literally, I have never lost a squad arena match except when i put in all level 1 toons to purposely lose for 3 days to see if it helped GW) I even also have literally never had a character die in an Arena match. I was as low as rank 69 in arena before I purposely started losing, got to 3k, and in 1 week of trying to rank back up as slow as possible I will be back to double-digit rankings.
A lot of the same SWTOR guildies who easily clear GW every day have an endless struggle to get below rank 1000 in the arena, facing a bevy of teams that are WAY more powerful than the ones I see at rank 50, despite our arena teams being similar in level and power.
