This is a weird part of that road ahead. There are three different things said about this.
The text of the RA is as you say up there. "Adding important gear to hard nodes".
Crumb's voice says "increasing gear drop rates".
The on screen text in the vid says increasing shards. Shards are character parts, not gear parts.
So I don't know what they are actually doing.
Any of them would effectively improve the gear economy. But they are all different.
Adding important gear to hard nodes seems the least likely. That would mean every hard node gets one of the core gear pieces added to it? I scoff at your optimism.
Increasing gear drop rate on hard nodes is what was stated way back in the original phase 1 stuff, and what crumb actually said. So I expect that is the most likely. Lots of characters don't have any particularly useful gear along with them, but hey, relic salvage counts, right? If they go with the double drop rate on hard nodes, it just means you get the same gear for your energy whether you are on a hard or normal node. It's extra while farming characters, but the same otherwise.
The increase character shards from the video text would speed up character farming and eventually free up your energy to get gear. But they already did this with accelerating characters, so I doubt it. Also it is only more gear if you are finished with every character. That didn't line up with the sentiment of "more gear while farming characters" that is both written in the RA post and in what crumb says.
It's some sloppy communication.
