General's Command and the Echelon

To start off I am trying to get Slkr and I saw that you need 5* Finalizer to get him.
I looked at some guides and found all of them use HT but none of them were made after the Echelon was released. Since I am already needing to get a R5 F/O Officer I wondered if I could just use the Echelon instead of having to farm Boskk and HT.
Any suggestions?

    You should farm HT anyway. My advice is to get both, and use HT on another fleet.

    I’m the guy that edited a wiki page right before OP searched for it.

    Ok, looks like you can't use him according to wiki.
    Seems thematic tho.

    HT is the most versatile ship in fleet. It is what Rex once was to character squads.
