I got negotiator twice today, another guildmate got mace twice (I went 1/2, he went 2/2). Basically the only reason I won was the HT+Chimera combo. HT just keeps holding on until chimera nukes them one by one. Thank goodness there's no time limit on missions except battery life, because it took around 15 minutes to complete.
I'm not sure what the intention is for a second fleet vs negotiator. Seems like you need to get lucky with a Mace cap or you're done.
