To make it a hard choice to save for toons.
They have also stated many times that they will "sweeten the pot" to get players to spend resources that seem to be piling up to bring balance back to the economy before they put other things in a store.
There is also the inevitable long wait, after these toons get bought up, I'm sure many players will save up X currency and then start buying gear again, that is the point it prevents hoarding (saving without a purpose).
I assume you were asking why it gear there, and auto correct got the best of you.
