Ghosts of Dathomir bonus tier
I’m level 75 and still only have Tier one. Isn’t the bonus tier supposed to open at level 70. I was lower than 70 last time the event happened.

The bonus tier only appears once you are level 80 and above. As you level, you will become eligible for the first-time rewards in the higher brackets, including the level 80 one where you will be able to earn enough shards to unlock Zombie and Spirit.
