Why is it 4 ships that's expected though? You pretty much need the FO/Resistance ships at 7* for the capital ship events anyway, so they are indirectly included just by having the capital ship as one of the four requirements.
Theres 2 schools of thought to the requirements
#1 the requirements directly relate to characters used in each 4 phases for the event. So the 4th set of requirements is a cap ship + 3 normal ships for s ship phase in the GL event
#2 the requirements are just that requirements to unlock event and then you use any characters you like (unlikely) or a combination of the required units in a raid or something similar
Im picking #1 but like everyone else got nothing to base it on and just trying to spin that theory cause it make me feel better than needing to relic 12 characters instead of 9
