The characters you have to farm for a GL are either directly from their faction, or their story arc. So, hardly "random".

Now, in regards to the materials you need to farm in addition to all the requirements, I agree. The GLs should be more like the BAM event - once you have met the extensive requirements, the event should be available.

And don't even get me started about "ultimate materials" - fight the same boring battle 10 times in a row...everything that people disdain about the game...

Anything that slows down most of the player base (like OP) is perfectly fine by me. My only complaint is the lack of new GLs.
