This is a two part answer. So Rey gets trained by Luke, trained by Leia, studies all the Jedi books, is called the last Jedi, uses all the Jedi to defeat Palp and they still think she isn't a Jedi? After all that nonsense why would CG consider Luke to be one? Maybe that is why they haven't release Jedi Knight Luke?
Moving away from an in-game related answer, there is also an answer to the question that has to do with the actual films. She never was a legitimate Jedi.
Why she wasn't a Jedi in the 8th movie:
She wasn't a Jedi in the 8th movie obviously, since she never actually went through any legitimate training (she just waved around a lightsaber like a child in front of a stone for 30 seconds), and she frequently displayed non-Jedi behavior (ie. she attacked an unarmed Luke after her crush told her he did some bad stuff).
Why she wasn't a Jedi in the 9th movie:
In the ninth movie, she learned to use the force correctly, but she still was not a Jedi because she was never trained by an actual Jedi (Leia isn't a Jedi). She almost killed Kylo Ren by stabbing him with his own lightsaber as soon as he was unarmed, and given that striking down an unarmed individual is a BIG non-no for Jedi, that isn't Jedi behavior either.
Plus, her whole "I am all the Jedi" thing doesn't mean she is an actual Jedi, it just means that all of the Jedi to ever exist had to help her kill Palpatine (it was also an extremely blatant and uncreative rip-off of Avengers: Endgame's ending).
In Summary:
No, Rey isn't a Jedi, nor was she ever.
You have to be actually inducted into the Jedi Order to become a Jedi.

According to Canon Wookipedia, Rey became a Jedi during the war between the FO and Resistance.
