Grand Admiral Thrawn Tactical Superiority

Sounds like just a complicated version of foresight, which already too powerful to hand out like candy (look how annoying GMY is for that exact reason). More useful things that would represent being ahead of your opponents: Critical avoidance, counter, redirecting debuffs to enemies, or if you wanna get real tricky any time an opponent deals a critical hit any damage over the normal amount is directed to that enemy instead of their target.

If you want Thrawn to stay 1 step ahead of his enemies, put more/better speed mods on him.

Thrawn is arguably the best toon in the game. He doesn’t need a buff.

Thanks for the Feedback, after some consideration, I thought of a different way to go about it. Instead of gaining foresight, he and his allies are always a step ahead, so their attacks cannot be evaded.

Give him a skill that gives him speed based on certain things

Thrawn is one of the few toons that don't need a boost right now. Up until the point of JKR joining the holotable, Thrawn was a toon that you could place in about any team composition. He is one of the most well rounded characters, with one of the best capital ships.
He does not fit in the JKR meta and apparently won't make a dent in the DR reign either, but that does not hinder his versatility.
