Last week there was a offer in the store for $40-50 that let you buy all the Inquisitors at GL 5 so i was wondering when that would come back or who to talk to in order to buy it.

I'm guessing it was the 'Lightspeed Bundle'? These started a year or so ago and are excellent value. However, they aren't common. There's no guarantee that an LSB will ever return either.
If you see an LSB and you like the look of it, my advice is to get it right there and then.
There are 2 ways that these packs can be available. By direct purchase or by 'gifting'. So sometimes, after an LSB has done its short run, it is available for gifting to another player for another short period. Keep an eye on the 'gifting' section of the store also. You might be able to make a deal with a trusted guildmate or friend.
