Basic - Make it do +10% more damage for each living ally, +10% more damage for each Empire ally and +10% for each defeated rebel enemy. That'd pack a punch.
Ultimate Firepower - Buff TMR chance to 50% and 75% chance of TMR for Rebel enemies, and make it Daze enemies that have Speed Down. Also buff the damage a bit, it's pretty weak for the name it's got.
Intimidation Tactics - Honestly, not a horrible skill, but change the "55% chance to gain 50% TM" to "gain 10% TM for each debuffed enemy after using this skill."
Tighten the grip -Empire allies gain 25 speed, and rebel enemies gain -10 speed
ORMake it a unique, Empire allies gain +5 speed for each living enemy, and +10% offense for each defeated enemy. If Stormtrooper is present Stormtrooper gains taunt, tenacity up and evasion down for 1 turn whenever tarkin goes below 100% health.
This is a good idea, actually. How about this for Tighten the Grip:
As a Leader Zeta: +4 Speed (32 total), in addition enemies have -5 Speed. This is doubled for Rebels.
As a unique: Empire allies gain +5 speed for each living enemy. In addition, while Tarkin is alive all allies gain Speed Up for one turn every time an unit is defeated or two turns if Tarkin is defeated.
